Second Region

Contains guidelines to provide poverty relief and to encourage re-employment of workers laid off due to restructuration of state enterprises. Calls for the creation of a basic system of poverty relief and re-employment, with the goal of achieving a re-employment rate of 50 per cent. Local departments shall provide poverty relief to persons who are engaged in or who are retired from state-owned enterprises and whose basic standard of living is below a certain level; in addition, local governments shall identify struggling enterprises and restructure such enterprises and organize laid-off personnel. For this purpose, so-called "experimental cities" shall create Re-employment Service Centres which shall facilitate re-employment. Local governments shall also make available poverty relief to laid-off workers through such means as preferential treatment in the purchase of grain and oil, and allowances for rent and utilities. Persons capable of labour who do not participate in production activities organized by enterprises shall have such assistance cut off. Local governments shall also implement "relief through work" programmes.
