Second Region

Governs the entry, stay and residence of foreigners. Inter alia, provides for residence permits for seasonal migrant workers, specialty workers, refugees from war-torn regions, and sanctions such as refusal of entry, detention, and deportation of illegal aliens. Forbids the deportation of persons who face persecution in their home state.
