Abstract/Citation: Amends provisions so as to ensure that watchkeeping arrangements are adequate during training, to update requirements in relation to the manning of a ship, and to provide for offences and penalties. Repeals and replaces schedules relating to watchkeeping arrangements for navigational watch and engine room watch. Gives effect to the 1995 amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978.
