Abstract/Citation: Inserts a new section which prohibits discrimination against disabled persons and commits the State to promote the equal treatment of disabled and non-disabled people. In addition, provides for detailed rules regarding succession of power in the case of the incapacity of the Chancellor, the Vice Chancellor, or any federal minister. Finally, provides for the creation of an independent Federal Asylum Senate, which shall be the highest body of appeal in matters regarding the granting of asylum.
