Abstract/Citation: Sets forth four political programmes for the years 1995-1998 and sets the punishment for any contravention to these programmes at a prison term not exceeding five years. Part II establishes a special Tribunal to deal with offences against this Decree. The Programme for 1995 includes the approval of a Draft Constitution, a lifiting of the ban on political activities, and the creation of a National Reconciliation Committee. The Programme for 1996 includes elections of local governments. The programme for 1997 envisions the election of state assemblies and governors, and the consolidation of new political parties. The Programme for 1998 provides for National Assembly elections, Presidential elections, and the final disengagement of the Armed Forces by 1 October 1998.
