Abstract/Citation: | The amended text replaces the Supreme Soviet with a bicameral National Assembly composed of the Council of the Republic and the Chamber of Representatives. The President is provided the power to legislate by decree (s. 101). The President is also conferred the authority to call national referenda, dissolve chambers of the National Assembly, and to appoint the Procurator General. The President shall enjoy immunity. As in the previous version of the Constitution, basic rights and freedoms, including freedom of association, religion, and expression, are guaranteed in Parts I and II. All citizens shall have the right to vote, except those in detention in accordance with a court decision. Elections shall not be held during a State of emergency. |
