Abstract/Citation: Amends Immigration and Naturalization Service regulations by precluding foreign employers from directly filing petitions for O and P nonimmigrant aliens. Prospective foreign employers seeking to file petitions in these two classifications will be required to use the services of an agent in the United States. Also requires employers seeking petition for H-2B nonimmigrant aliens to use the services of an agent in the US. Brings H, O and P nonimmigrant regulations into conformity with the employer sanctions provisions of section 274A of the Immigration and Nationality Act.
