Provides that where one of a couple is a recipient of Carer's Allowance, the amount of Carer's Allowance in excess of the maximum weekly increase of Supplementary Welfare Allowance payable in respect of an adult dependent will be disregarded in the assessment of means for the purpose of determining entitlement to rent and mortgage interest supplements.
