Abstract/Citation: Inter alia, provides a raise in the minimum wage, set at $5.15 as of 1 September 1997. This increase does not apply to certain types of work performed by young persons or workers who receive tips. Removes barriers to inter-ethnic adoption and provides tax credits for adoption expenses. Simplifies retirement plans for small businesses, extends tax incentives for training of employees, and increases the amount of capital small businesses may write off as an expense.
