As amended through 17 July 1995. The amendments expand fundamental human rights provisions, including freedom of association and right to work. Section 5 (equality before law) has been expanded to prohibit inequality before law on the grounds of sex, origin, language, religion, conviction, opinion, state of health, and disability. Also provides explicit prohibition against torture and the death penalty, and expands the right to privacy of communication, freedom of movement, and freedom of association. Swedish and Finnish shall be the national languages of Finland; the Sami language may be used before public authorities as prescribed by law.
