Second Region

Title I lays down general provisions. Title II governs compulsory unemployment insurance. Fixes conditions for eligibility to unemployment benefit. Provides for two types of unemployment benefits: a loss of earnings benefit (granted during a period of 6 months to 5 years) and a prolonged unemployement benefit (granted for a period of one year after the first benefit). Title III applies to voluntary insurance. Titles IV and V concern special schemes, namely the taking over of employers' obligations resulting from the employment relation in the event of inability on behalf of the employer to pay wages. Titles VI to XI regulate administration, financing, procedure, appeals and penalties.
