Abstract/Citation: Incorporates the Fifth Amendment to the Constitution of 10 February 1995. This amendment provides for, inter alia, the right to good health, the right to information, equal protection for men and women, freedom of opinion and expression, and procedural due process. Also reduces the voting age to 18.
