Concerns Preparatory Committees to establish a workers' trade union after the former Workers' Trade Union Federation was dissolved in pursuance to the Second and Third Constitutional Decrees of 1989. Also enumerates the responsabilities of this Preparatory Committees and emphasizes that those persons who have been arrested for non-trade union activities shall not be allowed to participate in the Preparatory Committees.
