Allows the number of non-self-employed or unemployed foreigners to exceed the established maximum of 9 percent of the Austrian work force in certain cases, including, inter alia: integrated youth who have worked for three years; foreigners with special skills, and foreigners who enjoy special rights due to bilateral agreements.
