Prescribes in detail the procedure for the orientation to be given migrant workers prior to their departure. It includes requirements that the applications for permission to enter job seekers in an orientation training shall be submitted at least 3,5 hours before the commencement of the training, that the application must be accompanied, inter alia, by the agent's recruitment license, specifying the number of workers he is entitled to recruit, a list of the workers in question, a copy of the prescribed aptitude test with a testing score of at least 60 per cent, the original of the certificate of medical examination, the contract for the workers' placement abroad, and the labour employment contract. These documents are to be examined by the official and deficiencies must be rectified. The ensuing actual training shall, at least, consist in information on the rights, benefits and duties of the job seeker under the employment contract; basic information on the future employer; general conditions in the future country of work as well as the culture, traditions and prohibitions in that country; means to prepare for travel and advice for safekeeping of contract and personal documents, and; the address of the embassy in the future country of work. The recruitment agent is entitled to a departure tax exemption for each migrant worker that has completed the required orientation and the regulations contain provisions ensuring consistency between the number of workers actually trained according to these provisions and the number of exemptions granted.
