Second Region

Authorizes funds through 1997 for implementation of the Hazardous Materials Transportation Act. Provides for the Secretary to issue a regulation to specify the minimum safety information that a carrier must request from a prospective motor vehicle driver. Carriers will no longer be required to file rates with the Interstate Commerce Commission, and the ICC may suspend the commercial activities of a carrier for safety reasons.
