Abstract/Citation: Amends the Job Training Partnership Act regulations to implement the Job Training Reform Amendments of 1992 and related statutes. Through these final regulations the Department of Labour directs the focus of JTPA services to those facing serious barriers of employment, enhances the quality of services provided and program outcomes, strengthens fiscal and program accountability and the linkage between the services provided and local labour market needs, and fosters a comprehensive and coherent system of human resource services.
