Abstract/Citation: Reauthorizes the Act through 1996. Services must be provided to a developmentally disabled individual in accordance with the individual's unique needs. The Secretary of Health and Human Services will make grants to public and private entities for projects of national significance to individuals with developmental diabilities, which projects do not discriminate on the basis of race or ethnicity.
