Abstract/Citation: Provides for permanent and temporary changes in tariff treatment, amendments to the Tariff Act of 1990, international trade and investment, trade with Israel, trade law reform, customs and trade agencies, national policy for the steel industry and the elimination of barriers to international trade in U.S. wine. In particular, Title V provides for the encouragement of developing countries to eliminate or reduce barriers to trade in goods and services, as well as to afford workers internationally recognized workers' rights.
