An Act to strengthen efforts by the federal government to eradicate illicit drug traffic and use, to establish effective programmes for drug abuse prevention, education and rehabilitation, and other matters. Title VI (the Federal Employee Substance Abuse and Education Act of 1986) calls upon the Office of Personnel Management to develop programmes of prevention, treatment and rehabilitation for drug abuse, alcohol abuse and alcoholim amoung federal employees (sections 6001-6006 of the main Act). Under section 4303, the Secretary of Labor is to collect information on the incidence of drug abuse in the workplace generally. Operation of a common carrier (bus, airplane, etc.) under the influence of drugs or alcohol incurs a fine or imprisonment (section 1971 of the main Act).
