Second Region

Amends the Act (20 USC 1403) by, inter alia, authorising early intervention programmes for handicapped infants and toddlers (new Part H), providing for grants for personnel training, and authorising grants to entities established under the Job Training Partnership Act (LS 1982 - USA 1) to strengthen special education and related services for handicapped youth to assist them in the transition to vocational training, other education or employment. Repeals section 604 of the Act.
