Abstract/Citation: |
Amends section 14 of the Fair Labor Standards Act (LS 1966 - USA 1 (consolidation)) to permit the employment of individuals whose earning or productive capacity is impaired by age, physical or mental deficiency, or injury, at wages which are (1) lower than the applicable minimum wage, (2) commensurate with wages paid to nonhandicapped workers in the vicinity for the same type, quality and quantity of work and (3) related to the individual's productivity. Such payment may be made only pursuant to special certificates issued by the Secretary of Labor, who shall not issue a certificate unless the employer agrees to review the wage levels every six months and to adjust them every year. Any employee receiving a special minimum wage may petition for its review by the Secretary, in accordance with the procedures set forth in the Act. |
