Abstract/Citation: An ordinance to control the recruiting of workers. States that persons wishing to recruit workers must obtain a licence issued at the discretion of the licensing officer. Licences are issued for a period not exceeding one year, and may be renewed. All recruited workers to be brought befor a magistrate and to be medically examined.
