| Abstract/Citation: | Amends Title 38 of the United States Code to improve the capability of the Department of Veterans Affairs to recruit and retain physicians and dentists through increases in special pay authorities, to authorise collective bargaining over conditions of employment for health-care employees of the Department of Veterans Affairs and for other purposes. In particular, special provisions are made for nursing personnel (increases in rates of basic pay, recruitment and retention bonus pay, etc.) and a new Subchapter III, entitled Patient Rights, is inserted in Chapter 73 (Title 38) to provide for confidentiality of certain medical records and non-discrimination against alcohol and drug abusers and persons infected with HIV. |
