Title I, which provides for civil justice expense and delay reduction plans, is cited as the "Civil Justice Reform Act of 1990"; Title II, as the "Federal Judgeship Act of 1990"; Title III, as the "Federal Courts Study Committee Implementation Act of 1990"; and Title IV, as the "Judicial Discipline and Removal Reform Act of 1990".
