| Abstract/Citation: | Establishes a framework for the conduct of negotiated rulemaking by Federal agencies, one of the findings listed in section 2 being that "negotiated rulemaking can increase the acceptability and improve the substance of rules, making it less likely that the affected parties will resist enforcement or challenge such rules in court." A new subchapter IV, entitled negotiated rulemaking procedure, is added at the end of Title 5, Chapter 5 of the United States Code, accordingly. |
