Abstract/Citation: Reauthorizes the Tribally Controlled Community College Assistance Act of 1978 and the Navajo Community College Act. The Act contains, inter alia, a statement of policy for the preservation, protection and promotion of the rights and freedom of Native Americans to use, practice and develop Native American languages, and provisions for instruction in such languages.
