Establishes, inter alia, the general provisions, namely, principles of compulsory social health insurance, right to health care in this sphere; also state regulation of the system of compulsory social health insurance; participants of the system of compulsory social health insurance; deals with foundation and funding of compulsory social health insurance, calculation (retention) and recalculation of payments and contributions; regulates purchase from subjects of health care of services of health care in the system of compulsory social health insurance.
