This decree (effective 1 Sep. 1980) applies to establishments manufacturing, recovering, storing, transferring, transporting or using vinyl chloride or processing it in polymer or copolymer form: definition of supervised zones; observance of mean limit values (1ppm for new and 3ppm for older plant); definition of work locations and measurement sites; measuring methods (limit values for discontinuous measurement); announcement and recordkeeping of data; automatic alarm in the event of excursion above 15ppm for old and of 5ppm for new plant; respiratory protective equipment; training of personnel; exposure records; contraindications; medical records.
