The regulations cover the production, handling, transport and storage of pulverised coal and deal mainly with fire and explosion prevention (equipment and cleaning of plant, inerting, static electricity, alarm systems). There are special provisions for the production and storage of pulverised coal. A section is devoted to operational problems. The enforcement rules offer comments on various provisions of the regulations.

Revised version of a number of German regulations and enforcement directives on the manufacture of explosives and articles containing explosives. (Previous versions, see CIS 79-339). Changes in basic document VBG 55a concern the clearance (generally 20m) between buildings and installations where pyrotechnical products are manufactured or used and specify that individual spaces within a building may be exempted from the clearance requirements if fire or explosion propagation to other spaces is not possible. The subsidiary regulations concern: blasting powders (VBG 55c); detonators (VBG 55h); blasting fuses (VBG 55j); manufacturing of pyrotechnical products (VBG 55k).

Texts of a number of safety regulations for the manufacture of explosives and of materials containing explosives. VBG 55a applies generally to premises and plant designed for the production, storage, checking and inspection, quality control, destruction, etc. of these products, with provisions concerning construction and equipment of work premises, testing of installations and work room operations. The following safety regulations contain more detailed provisions concerning the manufacture of: gunpowder (VBG 55b), smokeless powder (VBG 55c), picric acid (VBG 55d), trinitrotoluene (VBG 55e), nitroglycerin and nitrate explosives (VBG 55f), detonators (VBG 55h), blasting caps and fuses (non-electric) (VBG 55i), pyrotechnical products (VBG 55k), and cartridges (VBG 55l).

Codification of this second Ordinance on the implementation of the Law on Explosives, including all the amendments since promulgation in 1969 (see CIS 70-2415), covering both items of substances and items of presentation. The Ordinance deals with the following points: approval of explosives and shot-firing accessories; marking and packaging; explosives for rock blasting and other uses; safety explosives; detonators; accessories; pyrotechnic equipment; competence and certification of persons handling explosives; keeping of registers, etc. Appendices contain: requirements concerning the composition and characteristics of explosives and shot-firing accessories.
