1990

CIS 91-1422 Chemical Substances Act - Cadmium Decree [Netherlands]
This Order (issued 12 October 1990), issued under authority of the Chemical Substances Act (CIS 88-373), prohibits the import of products containing cadmium into the Netherlands. It is also prohibited to make cadmium available to another party or to store cadmium as commercial stock. The prohibition does not apply to products in which cadmium is used for reasons of safety nor to certain other listed products. An explanatory memorandum describes the adverse health and environmental effects of cadmium, current legislation to control its use and expected commercial effects of the current Decree.

This directive deals with the use of gas/oxygen torches in confined spaces and the dangers involved in this kind of work. The most significant dangers are: oxygen enrichment or deficiency in the air; the uncontrolled escape of flammable gases and vapours; the accumulation of hazardous gases, vapours or decomposition products. This publication gives a view of technical and organisational measures for reducing or even eliminating the dangers mentioned. One of the safety measures mentioned is the odorisation of oxygen.

This directive deals with: physical properties of liquid oxygen; risks of injury due to skin contact; explosion hazards due to reactions with certain substances; fire hazards; uses; storage in stationary tanks installed outdoors, in specially-constructed buildings or in a separate part of a larger building (enclosure, safe distances, ventilation); smooth and clean ground near the tanks; wearing of insulating gloves and face shields during the transfer of oxygen; references to Dutch regulations.
