Surveillance of boiler installations [Sweden]

These directives (effective 1 July 1988) apply to the unsupervised use of boiler installations, subject to special permission by the Swedish National Testing Agency, if certain specified conditions are satisfied. Where certain installations are concerned, such use is conditional on an alarm being emitted in case of emergency. The directives stipulate that standby personnel must have undergone training that will enable them to take the measures needed to prevent a boiler breakdown when in response to an alarm they arrive at the central heating plant. Detailed commentaries are appended.

These amended regulations are effective on 1 Apr. 1986. The amendments with regard to the precedent regulations (AFS 1986:2, CIS 86-1827) concern the following points: application for a permit to use gaskets, seals and other elements containing asbestos for repair and maintenance tasks (except for brake and friction linings and for gaskets used in internal combustion engines made before 1980 for which there is no adequate substitute material); medical examinations which are extended to workers who service and maintain thermal power plants insulated with asbestos or asbestos-containing materials for more than 50h a year, and to workers on rubbish tip (waste sites) where asbestos-containing waste has been dumped. The commentaries state a time limit of 1988 for the prohibition of the use of asbestos in passenger cars and motorcyles, and one of 1989 for trucks and buses.

CIS 80-2096 Young persons in working life
Minderåriga i arbetslivet [en sueco]
This directive (effective 1 Apr. 1981) concerns the employment of young persons under 18. General rules: assignment to duties commensurate with the physical and psychic capacities of young persons, training adapted to the job, supervision by responsible employee. The safety officer should be informed when duties are assigned to young persons. Specific rules: prohibition of hazardous work; special restrictions for young persons under 16. Appended: list of operations considered to be hazardous; list of harmful physical agents and harmful substances in relation to prohibited work; commentaries.

CIS 77-1541 Asbestos in floor and wall coverings
Asbest i golv- och väggbeklädnader [en sueco]
This Directive prohibits, as from 1 Oct. 1977, the manufacture of wall and floor coverings containing asbestos. After 30 Sep. 1978 it will be an indictable offence to employ a workman to lay any wall or floor covering containing asbestos.

CIS 75-197 Checking chain saws in use
Kontroll av motorkedjesåg i bruk [en sueco]
This directive, which entered into force on 1 Jan. 1975, calls for regular safety checks to be organised by the employer and carried out by a qualified person. It contains details concerning the smooth operation of safety devices, the parts to be inspected, the periodicity of checks (every 2 months for saws in continuous use), the record to be kept of the inspections, the repair of faulty or worn parts and the daily checks to be made by the chain-saw operator. If a saw chain runs hot or strikes a stone, the saw should be stopped immediately to find out if there is a risk of chain breakage.

CIS 74-1499 Employment of young persons during holidays
Arbete för minderåriga under ferietid [en sueco]
Young persons over the age of 13 may be employed during their school holidays to peform work which presents no danger to their health, provided that the following restrictions are observed: satisfactory microclimate and lighting for work indoors; no assembly-line work; no piece work; no exposure to corrosive, toxic or otherwise harmful substances; not more than 40 h a week; no work on Sundays or holidays. A list specifying the types of work permitted to young persons is appended.
