This strategic plan for the Occupational Health and Safety Authority (OHSA) of Malta for the years 2007 to 2012 starts with the vision and mission of OHSA and translates them into a set of strategic objectives that are to be addressed during the six-year period. Occupational health and safety policy and psychosocial risks in Europe: The role of stakeholders' perceptions
Across Europe, there appear to be wide gaps in perception between experts and the general population on the nature and the relevance of psychosocial risks. This study investigated the level of knowledge among European stakeholders of legislation on occupational safety and health, focusing particularly on psychosocial risk factors. 75 members of employers' associations, trade unions and government institutions from 21 countries in the European Union participated in the study. In addition, to further elaborate the findings of the survey, focus groups were organised during a 2-day workshop. The level of application of European Directive 89/391 (see CIS 89-1401) for the assessment and management of psychosocial risks and work-related stress was largely reported by the stakeholders as inadequate. This opinion was more marked in the new EU27 countries than the older EU15, and the difference was significant as regards the impact of the Directive on the assessment and management of psychosocial risks. Overall, psychosocial risks and work-related stress were reported to be important occupational safety and health concerns; however there were important differences among stakeholders in different countries.

This Approved Code of Practice and Guidance relates to the Gas Safety (Installation and Use) Regulations 1998 (see CIS 00-924). The Regulations deal with the safe installation, maintenance and use of gas systems, including gas fittings, appliances and flues mainly in domestic and commercial premises. The Regulations affect a wide range of workers installing, servicing, maintaining or repairing gas appliances and other gas fittings, as well as suppliers and users of gas, including owners of buildings and premises. Legal system and its effect for prevention of work-related musculoskeletal disorders in Korea
This article presents the legislation of occupational safety and health regulations for prevention of WMSDs in Korea and investigates its effects through the example of an ergonomic intervention effort in a major motor company. In Korea, WMSDs incidence rates had increased from 1999 to 2003. In 2002, the Korean government established a law prescribing employers' duty of preventing WMSDs, which became effective in July, 2003. It requires that all employers should execute the examination of WMSDs risk factors for eleven designated tasks every three years. In addition to this legal obligation, some large companies voluntarily established an ergonomic intervention program by carrying out in-depth assessments for stressful tasks. Thanks to Korean government and industry's efforts, the incidence rates of WMSDs have continually decreased from 2004 onwards.

CIS 11-0151 The international legal framework for nuclear security
This publication brings together the primary legally binding international instruments and the internationally accepted non-binding instruments that constitute the international legal framework for nuclear security. It sets out the legislative bases for the mandate of the International Atomic Energy Agency in the area of nuclear security, in order to increase awareness of the Agency's role in facilitating national, regional and international efforts to enhance nuclear security, including measures to protect against nuclear terrorism. It is intended that the overview of the salient provisions of the relevant binding and non-binding instruments will increase the understanding of the existing legal framework governing nuclear security and counter-terrorism and thereby assist States, intergovernmental organizations and other stakeholders in the implementation of those provisions at the national, regional and international level.

Prevention through design: The effect of European Directives on construction workplace accidents
This article first analyzes policies regarding accident prevention in the European Union, as initially stipulated in the European Framework Directive 89/391/EEC (see CIS 89-1401), and more specifically in Directive 92/57/EEC (see CIS 93-1062), on the implementation of minimum safety and health requirements at temporary or mobile construction sites, concentrating on prevention through design. Whilst designers previously had some responsibilities for reducing risk under common law provisions in many countries, this directive was the first explicit legislation to enforce particular duties upon them. The adaptation of the provisions in this directive to the national legislation of EU member countries is also studied. The second section of the article analyzes the incidence rate of workplace accidents in the construction sector in each country from the year when these regulations came into force until the present time. Based on the evolution of these accident rates, the article postulates the extent to which European policies have contributed to accident prevention in construction. It is now more than a decade since this legislation has been in force which provides a suitable period for a reflective analysis on it is impact.

Policy-level interventions and work-related psychosocial risk management in the European Union
This article discusses the policy context to the management of work-related psychosocial risks in the European Union (EU), identifying major achievements and challenges in relation to policy and practice. It draws on the findings of the PRMIA-EF project, a policy-oriented research programme funded by the European Commission's 6th Framework Programme for Research. It is concluded that although a common policy context in the area of psychosocial risk management has developed in the EU, there still exists great variation in the translation of these initiatives into practice in different EU member states. Moreover, evaluation in this area is sporadic, even though it could inform the way forward as concerns both policy and practice developments.

Ergonomics and occupational safety and health: An ILO perspective
One of the main functions for the ILO is to develop international standards related to labour and work. ILO standards take the form of international Conventions and Recommendations. ILO Conventions and Recommendations relevant to the protection of workers against ergonomic risk factors at the workplace include Convention No. 127 and Recommendation No. 128 which specify the international requirements concerning the manual transport of a load. To help member States in applying these standards, the ILO produces practical guides and training manuals, and analyses national practices and laws on ergonomics at the workplace. The ILO also conducts technical cooperation activities in many countries to support and strengthen the capacities of its tripartite constituents in dealing with workplace risks. The ILO's technical cooperation activities give priorities on the promotion of voluntary, participatory and action-oriented actions to improve working conditions and work organizations of the small and medium sized enterprises. This article reviews ILO's policies and activities on ergonomics in relation to occupational safety and health and prescribes ILO's considerations for its future work on ergonomics.

Occupational health legislation and practices related to seafarers on passenger ships focused on communicable diseases: Results from a European cross-sectional study (EU SHIPSAN PROJECT)
The aim of this study is to draw information and identify possible gaps on occupational health practices related to seafarers sailing on ships within the European Union Member States (EU MS) with focus on communicable diseases. A structured questionnaire was sent to competent authorities from 21 EU MS. The questionnaire included questions on occupational health policies, medical certification of seafarers, communicable diseases reporting and relevant legislation. Findings reveal a wide heterogeneity regarding occupational health of maritime employees in EU MS. This work provides some evidence that further work at international and European level could be considered, in order to explore the potential for harmonized initiatives regarding occupational health of seafarers.

Section 18A of the Hong Kong Boilers and Pressure Vessels Ordinance stipulates that for the purpose of ensuring acceptable standards in the design, manufacture, installation, maintenance, examination, testing and operation of boilers and pressure vessels, the Authority may give advice, either generally in the form of the Codes of Practice or particularly in writing, to any person. This document consists of code of practice issued by the Occupational Safety and Health Branch of Hong Kong's Labour Department under the provisions of section 18A of the Ordinance. Results of Finnish national survey on EU legislation concerning computer work
The European Directive on computer work (VDU 90/270/EEC, see CIS 90-1069) is implemented in the Finnish Government Decree. The aim of the present study was to evaluate the effects of the legislation and its applications in practice. Data were collected by means of online questionnaires from 934 employers, 1872 employees and 289 occupational health care (OHC) units. Findings are discussed. The practical conclusion is that employees' visual acuity examinations and compensation for eyeglasses should be better promoted and adopted for employees engaged in computer work. Moreover, ergonomic improvements are best carried out in co-operation with OHC personnel.

Trade Union priority list for REACH authorization
The purpose of the Trade Union Priority List is to contribute to the practical implementation of REACH, in particular the authorisation procedure by proposing substances of very high concern which, from a trade union perspective, should have priority for inclusion in the candidate list and potentially in the authorisation list. The resulting Trade Union List includes 568 substances. The European Trade Union Confederation (ETUC) took a very clear stance in favour of this reform because, by encouraging industry to develop safer substances, REACH combines increased competitiveness for European industry with improved protection of workers, consumers and the environment.

The ILO Programme on HIV/AIDS and the World of Work (ILO/AIDS) plays a key role in the HIV/AIDS global response through workplaces. The strategic objectives of ILO/AIDS are to promote national policies and legislative frameworks on HIV/AIDS and the world of work based on the principles of the ILO Code of Practice on HIV/AIDS and the World of Work (CIS 03-444) and the international labour standard on HIV/AIDS and the world of work (proposed for adoption at the 2010 International Labour Conference). A second objective is to strengthen the HIV prevention and social protection programmes including employment creation in the world of work, focusing on workers at risk in key economic sectors in the formal as well as the informal economy. These reports on HIV/AIDS and the world of work were prepared as discussion material for the 99th Session of the ILO Conference in 2010.

A few years ago, the Belgian government launched an action plan for the prevention of occupational accidents (the "Pharaon" plan). Since then, the implementation of this plan has been the object of intensive efforts. This article analyses the current situation with respect to the implementation of the action plan. Contents: notification of occupational accidents; reporting for improved safety and health; clear framework for inspections; assigning responsibilities; sectorial approach. In boxes: possible actions following an enterprise labour inspection; article 46 of the Law on occupational accidents and civil liability of employers.

The IPG was developed in response to the growing need for guidance to foster the use and facilitate installation of these systems in Europe. Assessing the cumulative economic impacts of health and safety regulations
The aim of this literature survey was to identify and analyze evidence on the cumulative economic impacts of safety and health regulations. The study examined two types of cumulative economic effects: the impact of regulations on business performance and the wider effects on other groups in society and society overall. The research included several case studies examining the impact of regulations on two sectors (construction and chemicals). Findings are discussed.

This document consists of the full text of the United Kingdom Chemicals (Hazard Information and Packaging for Supply) Regulations 2009, which came into force on 6 April 2009. These regulations are also known as CHIP 4. CHIP is the law that applies to suppliers of dangerous chemicals. Its purpose is to protect people and the environment from the effects of those chemicals by requiring suppliers to provide information about the dangers and to package them safely. CHIP requires the supplier of a dangerous chemical to identify the hazards (dangers) of the chemical and provide information about the hazards to their customers. Suppliers usually provide this information on the package itself in the form of a label and package the chemical safely. The regulations are accompanied by an explanatory memorandum.

This report reviews employers' responsibilities for their employees (and employees' dependents) that cross borders as part of their work duties, with the objective to inform decision-makers about these responsibilities. At the same time, it offers guidelines that help organizations plan, organize and develop an appropriate integrated risk management strategy. The report begins with 36 different real-life incidents of international business travellers, international assignees and their dependents, covering a diverse range of risk management situations (terrorism, crime, war, natural disasters, infectious diseases, travel-related illnesses, cultural estrangement, vehicle accidents, hotel fires, common travel problems, and overall lack of legal and administrative compliance). After defining duty of care, the report reviews a broad range of employment-related duty of care obligations, the bulk of which is focused on legal compliance. Statutory and pertinent case laws are reviewed for nine countries, namely Australia, Belgium, Canada, France, Germany, the Netherlands, Spain, the United Kingdom and the United States, as well as for the issues regarding employees crossing borders within the European Union. The report demonstrates the complexity of legal compliance through reviewing court rulings in 34 cases related to global workers in five countries (although many cases are settled out of court).
