Participatory ergonomics to reduce exposure to psychosocial and physical risk factors for low back pain: Results of a cluster randomised control trial
This study investigated the effectiveness of a participatory ergonomics programme to reduce workers' exposure to psychosocial and physical risk factors. 3047 workers from 37 departments of four Dutch companies participated in this cluster randomised controlled trial; 19 departments (1472 workers) were randomised to an intervention group (participatory ergonomics) and 18 departments (1575 workers) to a control group (no participatory ergonomics). During a 6h meeting guided by an ergonomist, working groups devised ergonomic measures to reduce psychosocial and physical workload and implemented them within three months in their departments. Data on psychosocial and physical risk factors for low back pain and neck pain were collected at baseline and after six months. Psychosocial risk factors were measured using the Job Content Questionnaire and physical risk factors using the Dutch Musculoskeletal Questionnaire. Intervention effects were studied using multilevel analysis. Intervention group workers significantly increased on decision latitude and decision authority compared to control workers. However, exposure to awkward trunk working postures significantly increased in the intervention group compared to the control group. No significant differences between the intervention and control group were found for the remaining risk factors. Participatory ergonomics was not effective in reducing exposure to psychosocial and physical risk factors for low back pain and neck pain among a large group of workers.

Participatory ergonomics: Understanding the contributions of reflection groups in a hospital food service
The objective of this study was to identify how the methodology of Reflection Groups (RG) can contribute to approach social-psychological problems, so often observed as obstacles in participatory ergonomics efforts. The objective was also to verify the contributions from RG to the implementation of ergonomics recommendations. The methodology was applied to a concrete case, with the management and employees from the department of nutrition and dietetics of a cardiologic hospital in São Paulo, Brazil. Findings are discussed.

Cocreating a health-promoting workplace
Managing well-being at work has so far been quite fragmented, without a well-defined holistic method for promoting health and well-being at work. This article presents a comprehensive tool for this purpose, entitled TEDI, based on the salutogenic approach to health promotion, positive organizational scholarship and a solution-based way of acting. It is founded on participation, commitment, and empowerment. Examples of TEDI pilot implementation in several organizations are provided.

This factsheet summarizes the findings of an Agency report on safe maintenance. Buildings and machinery become unsafe if they are not maintained properly. Yet maintenance can be a high-risk activity. Safe procedures for maintenance operations should be part of companies' safety management systems. This is more likely to happen if there is management commitment, employee involvement, effective risk assessment, good communication, safety training and effective use of more than one preventive measure. Many companies consider maintenance operations at the design stage of buildings and equipment to help eliminate risks during future maintenance operations. Examples of good practices implemented by a large chemicals manufacturer in Germany and a Belgian power station are included. CIS 10-0310 Health and safety at work in SMEs: Strategies for employee information and consultation
The study on information dissemination and employee consultation in SMEs in the field of occupational safety and health was compiled on the basis of individual national reports in response to a questionnaire. SMEs employ over 66% of Europe's working population but account for 82% of all occupational injuries and about 90% of fatal accidents. The main reason for these unfavourable statistics is that SMEs lack the knowledge and resources to manage their working environment properly and to call in external expertise when needed. SMEs face a number of difficulties in complying with occupational safety and health (OSH) regulations owing to less awareness of the costs of non-compliance in terms of higher risks. Employee OSH representatives are frequently lacking, especially in smaller companies, making it more difficult to implement the participatory approach envisaged by the 1989 EU Framework Directive on health and safety. Consultation on changes to organization and working conditions, workplace learning opportunities and job security all contribute positively to improving employee information on OSH risks at work. One approach that appears promising when dealing with this gap is free counselling combined with discounts on insurance premium for those achieving substantive reductions in their accident rates, and territorial employee representatives.

CIS 10-0309 Telework in the European Union
This report examines the phenomenon of telework in the EU, particularly in the context of the European Framework Agreement on Telework. It first assesses the incidence of telework across the 27 EU Members States and Norway, highlighting the overall increase in telework usage. It goes on to examine the regulatory framework for telework, with a particular focus on the European Framework Agreement's implementation in the context of national industrial relations systems and given the unique nature of this autonomous agreement. The report also looks at issues concerning the employment and working conditions of teleworkers, such as safety and health, data protection, access to training and the voluntary nature of telework. It concludes with an overview of the social partners' position on telework.

Organizational practices and workplace health and safety: A cross-sectional study in manufacturing companies
The results of a mail questionnaire addressed to 312 manufacturing firms in the province of Ontario (Canada) are presented. A cross-sectional analysis of workplace level health and safety policies, practices and attitudes was conducted, based upon lost-time frequency rate (LTFR) data. Lower LTFRs were associated with paternalistic initiatives, recording of occupational health and safety (OHS) measures, greater involvement of workers in decision-making and better managerial attitudes concerning the importance of OHS. Other findings are discussed.

The "Good Work, Good Health" project was aimed at defining good practices on how to improve mental wellbeing of workers. A working group examined the scientific literature on mental health at work as well as policies and practices of a panel of representative European organizations in the telecommunication industry. These good practice guidelines are based on the results of the project. The guidelines are also available in French, Spanish, Czech, German, Estonian, Greek, Italian, Polish, Portuguese, Romanian and Swedish. See also 110742.

The European Survey of Enterprises on New and Emerging Risks asks managers and workers' safety and health representatives about how safety and health risks are managed at their workplace, with a particular focus on the psychosocial risks such as work-related stress, violence and harassment. This report highlights a selection of the main results from a first analysis of the data, which is drawn from 36,000 interviews carried out in 31 countries. EU-OSHA's Europe-wide establishment survey aims to assist workplaces to deal more effectively with safety and health and to promote the health and well-being of employees. It provides policy makers with cross-nationally comparable information relevant for the design and implementation of new policies in this field. A summary of the report is published as a separate document and is analyzed under ISN 110713.

WARM - Work adjustment for recycling and managing waste
Safe and efficient waste collection systems are the foundation for recycling and managing waste and protecting our environment. Waste collectors contribute to cleaning our environment through their collection work day-by-day. However, waste collectors often face many risks associated with their collection work such as handling heavy and dangerous waste, traffic accidents, or hot working environment. This training manual aims to improve the safety, health and efficiency of waste collection work. It uses many illustrations of good examples that waste collectors and managers can put to immediate use, based on the ILO's participatory training approaches. It promotes practical collaborative actions between waste collectors and the community for establishing safety and efficient waste collection systems.

Identification, analysis and dissemination of information on near misses: A case study in the construction industry
This article proposes guidelines for identifying, analysing and disseminating information on near misses in construction sites. The guidelines were devised and tested within the scope of an occupational safety and health project for construction sites in Brazil. The monitoring of near misses was part of a safety performance measurement system. Among the main results, a dramatic increase in both the number and quality of reports stands out after the workforce was systematically encouraged to report.

Feedback on the noise and hand arm vibration worker involvement pilot project
The Worker Involvement Activity forms part of the Noise and HAV programme. The aim of this activity was to reduce occupational ill health related to noise and HAV exposure by introducing worker participation projects. Twenty eight companies were recruited by HSE to set up worker involvement projects in July 2006. Four of these pilot projects were selected for this feedback study which aimed to: gain views of worker involvement in the decision making process; gain feedback on the usefulness of the support materials; identify processes and difficulties involved in setting up the project; identify the noise and HAV exposure reduction outcomes from the project; and identify lessons that could be learnt for setting up worker involvement projects. This study found that the worker involvement projects were considered to have been effective, beneficial and reasonably successful in identifying and solving noise and HAV problems, raising risk awareness, improving working relationships between workers and managers, and improving risk assessments.

Complaints regarding occupational health and safety in the area of Thessaloniki (Greece)
This paper deals with the complaints regarding occupational safety and health in a region of Greece. It seeks to examine who are the complainers, to which companies or activities they belong, to what extent complaints are relevant to occupational safety and health, and whether the complaints result in penalties. Complaints irrelevant to occupational safety and health are twice as frequent as those that are relevant. In three quarters of the cases, the complaints do not result to any kind of sanction. In one fifth of the cases, the complaints are not followed by any action taken by the office in charge. Implications of these and other findings are discussed.

El método Kauris - Evaluación y gestión del riesgo de violencia en el trabajo
In Finland, 5% of workers have been exposed to a violent incident. This article presents the Kauris method developed in 2001 by the Finnish Institute of Occupational Safety and Health for the retail sector, where the risks of violent incidents are above average. The objective is to help individual businesses to evaluate and manage violence at the place of work. The method, which involves a participatory approach, was pilot tested in 12 stores of a large Finnish retail chain. Results of the study are discussed.

To explore the effect of participatory intervention for workplace improvement on mental health and job performance, 11 assembly lines were randomly allocated to six intervention and five control lines (47 and 50 workers, respectively). Participants were surveyed by means of questionnaires at baseline and at the end of the intervention. General Health Questionnaire scores significantly deteriorated in the control group, whereas the score remained at the same level in the intervention group. Health and Work Performance Questionnaire scores increased in the intervention group, but decreased in the control group. Participatory intervention for workplace improvement appears effective against deterioration in mental health and for improving job performance.

Health and safety protection for chemical industry employees in a rotating shift system: Program design and acute injury and illness experience at work
This article describes a comprehensive health protection programme for rotating shift employees adopted by a large German chemical enterprise, and evaluates its effectiveness in injury and illness prevention. For 14,128 shift and 17,218 day workers, occupational medical records were linked to job assignment records and studied over an 11-year period. Between 1995 and 2005, initiatives aimed at shift workers contributed to their greater participation in medical examinations and health seminar days by 59% and 100%, respectively, compared to day workers. Injury rates declined over time and with increasing employee age and were not elevated among shift workers compared to day workers. Clinic visit rates for acute illnesses were generally higher for day workers. Other findings are discussed.

Quarrying is one of the most dangerous industries in which to work. An initiative launched in 2000 in the United Kingdom has succeeded in greatly reducing the number of accidents in this sector. Evaluation of a participatory ergonomic intervention process in kitchen work
This study evaluated a participatory ergonomic intervention process applied in 59 kitchens of schools, nursing homes and care centres in Finland. Workers participated in workshops, and generated and evaluated solutions to optimize musculoskeletal load in their work. An ergonomist initiated and supported the process. By the end of the programme, 402 improvements were implemented.

Behaviour change and worker engagement practices within the construction sector
Behaviour change and worker engagement (BCWE) practices were qualitatively investigated in a sample of United Kingdom construction contractors and consultants. These were compared with the contemporary scientific evidence for BCWE. Practices demonstrated an overall shift towards an integrated approach to behaviour change, tackling the physical, social work environment and individual determinants of risk taking behaviour. Where safety culture is least mature, emphasis is upon installing effective safety management systems, before targeting safety leadership and culture and finally operatives' behaviour on more mature projects. By tackling root causes of accidents in this way, programmes should be able to overcome a tendency that traditional behavioural safety programs have in being too symptomatic. Strategies for managing the workforce transience that characterizes the industry included managing BCWE project by project, "influencing the influencer" and including sub-contractors in BCWE training.

Optimising hazard management by workforce engagement and supervision
Managers in the offshore oil and gas industry have recognized that a lack of skilled workforce, change to shorter working hours and increase in activity can lead to an erosion of safety and health unless balanced by significant increase in level of training and supervision. This report explores some of the means of responding to this need, based on improving comprehension of major hazards by the workforce and optimizing the management processes such as balancing workforce competence and level of supervision. By improving comprehension of major hazards, the workforce itself can play a central role in safety case preparation by being involved in identifying real improvements in safety that are reasonable and based on the day-to-day grass-roots operational experience of various disciplines.

The objectives of this cross-sectional study were to investigate factors associated with employee participation rates in health risk assessments. Data from 124 employers with 882,275 employees who completed 344,825 health and productivity assessments were evaluated using multiple regression analyses. Key predictors of participation included incentive values, communications, organizational commitment and company size.

A randomized controlled trial on whether a participatory ergonomics intervention could prevent musculoskeletal disorders
The objective of this study was to examine the efficiency of a participatory ergonomics intervention in preventing musculoskeletal disorders among kitchen workers. It involved 504 workers of 119 kitchens in Finland. Kitchens were randomized to intervention and control groups. The 11 to 14-month intervention guided the workers to identify strenuous work tasks and seek solutions for decreasing physical and mental workload. Altogether 402 ergonomic changes were implemented. Individual data on musculoskeletal pain, fatigue and sick leave were collected by means of questionnaires at baseline, every three months during the intervention and during a follow-up after one year. No systematic differences in any outcome variable were found between the intervention and control groups.

Employee direct participation in organizational decisions and workplace safety
Managers from 192 Polish enterprises filled out a questionnaire measuring employees' direct participation in organizational decisions. Workplace safety was expressed by the number of accidents, the number of employees working in hazardous conditions, accident absenteeism and sickness absence. Results showed that the two latter indicators were significantly related to some parameters of direct participation. Companies that used face-to-face individual consultation had lower accident absenteeism than ones that did not. Similar effects were observed for group consultation and group delegation. Implications of these findings are discussed.

The aim of this study was to examine the level of employee participation in safety and health in the banking sector in Italy, focusing primarily on issues related to well-being, work organization and the worker-organization interface. Data were collected from 2100 banking sector employees across Italy, by means of a self-administered questionnaire. Analysis revealed a working environment that does not facilitate worker participation. Three out of four workers clearly affirmed that they were not in a position to actively contribute to the promotion of safety and well-being in their workplace. Other findings are discussed.

Participatory support to farmers in improving safety and health at work: Building WIND farmer volunteer networks in Viet Nam.
This article describes the implementation of the WIND (Work Improvement in Neighbourhood Development) in the farming sector in Vietnam. From 2004 to 2007, 480 WIND volunteers trained 7922 farmers. The trained farmers implemented 28,508 improvements in materials handling, work posture, machine and electrical safety, working environments, control of hazardous chemicals and welfare facilities.

Organizational work factors among workers and supervisors in export processing zones which support global markets
The objective of this study was to investigate the interaction between organizational and management factors at work for both front-line workers and supervisors in the Philippines' manufacturing sector. A survey was carried out in a sample of 23 establishments, 630 workers, and 47 supervisors, while ten focus group discussions for workers and five for supervisors were also held. Workers and supervisors alike reported illnesses and job dissatisfaction. The most prevalent issues among workers were insufficient skills, being pressured in doing work, fast paced work, repetitive work, and that work is both physically and mentally tiring. On the other hand, supervisors described their work as challenging, needing regular upgrading of skills and needing literacy on information technology. Other findings are discussed.
