These Regulations came into force on 1 Sep. 1996. They implement Council Directives 94/55/EC (CIS 95-22) and 94/63/EC. The two sets of 1992 Regulations concerning the carriage of dangerous substances by road are revoked. CIS 97-377 Health and Safety - The Carriage of Dangerous Goods (Classification, Packaging and Labelling) and Use of Transportable Pressure Receptacles Regulations 1996 [United Kingdom]
These Regulations, updating and modifying the 1994 Regulations on the classification, packaging and labelling of dangerous goods for carriage by road or rail (CIS 95-394), implement into British legislation the provisions of Directives 94/55/EC (CIS 95-22) and 96/49/EC. Modifications include: bringing into scope certain environmentally hazardous substances not covered by the 1994 Regulations; requirements for HSC approval of certain documents relating to the design, construction, modification, repair, testing, examination, filling and marking of transportable pressure receptacles; further safety requirements for transportable pressure receptacles. The Regulations (exc. as noted below) came into force on 1 Sep. 1996, at which time the 1994 Regulations were repealed. Regulation 21(9) shall come into force on 1 Jan. 1999, at which time the Compressed Acetylene (Importation) Regulations 1978 (CIS 79-1831) are repealed.

CIS 97-375 Health and Safety - The Carriage of Explosives by Road Regulations 1996 [United Kingdom]
These Regulations implement into British legislation the provisions of Directive 94/55/EC (CIS 95-22). They impose prohibitions on the carriage of explosives including the carriage of unclassified explosives, carriage in vehicles used to carry paying passengers and the carriage of explosive substances in bulk. The operator must make sure that the vehicle or container is suitable for the safety and security of the explosives being carried. The Health and Safety Executive (HSE) is asked to approve and publish a document called Approved Requirements for the Construction of Vehicles Intended for the Carriage of Explosives by Road. Provisions are also made for the displaying of information on vehicles and containers, for the keeping of appropriate transport documentation by the driver and attendant, for the safe loading, stowage, unloading and cleaning of vehicles and containers, for the presence of appropriate emergency equipment and for the notification of emergencies. Smoking and the production of an open flame near or on the vehicle are prohibited during loading and unloading. The Regulations entered into force on 1 Sep. 1996. The Road Traffic (Carriage of Explosives) Regulations 1989 are revoked.

Usability of manual handling aids for transporting materials
A survey of 90 users of handling aids was carried out in 12 organizations covering a range of industry and service functions. The most commonly used aids were four-wheeled trolleys, sack trucks, hand pallet trucks and cylinder trolleys. The survey showed that many of the aids were poorly designed or inappropriate for the tasks performed; some design faults increased the risk of injury. Opinions of users are discussed in terms of tasks performed, design factors, forces required, stability, steerability, handle interface, starting and stopping, loading and unloading, and security of the load. Important design features are identified.

Risks from handling explosives in ports
This report describes a methodology for estimating individual and societal risk from the explosives trade at individual ports and nationally. Detailed studies were carried out on five ports and one jetty licensed to handle explosives and a risk assessment technique was developed and applied to the remaining ports. The report covers: potential causes of explosive events in ports; analysis of traffic data and categorization of explosives cargoes; the likelihood of explosives events occurring in ports and the consequences of such events; method for the calculation of risks; results of detailed studies; estimation of national risk; technical conclusions.

Physical workload of lorry drivers: A comparison of four methods of transport
Four groups of lorry drivers transporting goods either on wheeled cages, as packed goods, on pallets or as bulk cargo (reference group), were studied during a complete working day. Working postures were studied by observation and heart rate was also measured. The drivers worked long hours. In general, the highest heart rate was found during loading and unloading. Poor postures of the trunk were observed in drivers lifting packed goods and pallets. It is suggested that the required pulling and pushing forces observed in all but the reference group were largely responsible for the high physical workload during loading and unloading.

A guide to the Placing on the Market and Supervision of Transfers of Explosives Regulations 1993 (POMSTER)
This guide provides advice to those with responsibilities under the Placing on the Market and Supervision of Transfers of Explosives Regulations 1993 (POMSTER) which implement Council Directive 93/15/EEC. The Regulations impose requirements in relation to the safety of explosives products and provide a system of security controls on transfers of explosives. Standard issued in accordance with provisions of the Occupational Health and Safety Regulations (CIS 83-2092). It contains: obligations of employers (appropriate preventive measures, substitution, reduction of use, modification in work processes and equipment, isolation, limitation of exposure, supply of personal protective equipment, training and information, supply of safety data sheets, maintenance of exposure registers, etc.); obligations of workers; provisions for safe storage and transportation; work in confined spaces. In annex: information note for the storage and handling of corrosive, irritant and toxic substances (definitions, labelling and other types of warning notices, data sheets); information for the granting of authorization for executing dangerous work involving exposure to corrosive, irritating or toxic substances in workplaces. CIS 95-22 Council Directive 94/55/EC of 21 Nov. 1994 on the approximation of the laws of the member States with regard to the transport of dangerous goods by road [European Communities]
Directive 94/55/CE du Conseil, du 21 nov. 1994, relative au rapprochement des législations des Etats membres concernant le transport des marchandises dangereuses par route [Communautés européennes] [in French]
This Directive shall apply to the transport of dangerous goods by road within or between member States of the EC, except for such transport under the responsibility of the armed forces. Many of its provisions overlap those of the European Agreement on the International Carriage of Dangerous Goods by Road (ADR, see CIS 93-361). The transport of certain dangerous goods by road is prohibited, while that of certain others is made subject to compliance with conditions regarding packaging, labelling, as well as the operation and mechanical condition of the vehicle. Special provisions are made for derogations and for the regulation of the transport of dangerous goods by road within the territory of an individual member State. The Commission shall be assisted by a Committee on the transport of dangerous goods. Member States shall implement this Directive within their national legislation by 1 Jan. 1997, at which time Directive 89/684/EEC (CIS 92-1087) shall be repealed. Annexes A and B correspond to those of the ADR.

CIS 94-1466 Health and Safety - The Carriage of Dangerous Goods by Rail Regulations 1994 [United Kingdom]
These Regulations impose requirements and prohibitions in relation to the carriage of dangerous goods by rail in freight containers, packages, tank containers or wagons. In particular: the rail carriages and packages transporting dangerous goods must be suitable to the purpose; certification documents and other relevant documentation must be made available; classification, packaging and labelling provisions must be complied with; tank containers and wagons should not be filled beyond their safe level; openings, valves and caps must be securely closed before the journey starts; dangerous goods must be segregated from each other; unauthorized access to the goods must be prevented; appropriate fire, explosion and leakage precautions should be made; personnel receive adequate training and information; safety systems and procedures should be set up. In annex: permitted mixed loads of explosives within different compatibility groups. Relevant international codes are ADR (for road transport, see CIS 93-361), RID (for rail transport, see CIS 90-1084) and IMDGS (for sea transport, see CIS 92-728).

CHEMTREC. A vital link in chemical emergencies
The services offered by CHEMTREC (Chemical Transportation Emergency Center) are described. CHEMTREC is a public service established by the US Chemical Manufacturers Association (CMA). Resources available through the centre include an emergency response mutual-aid network, a medical emergency assistance network, a nonemergency information service and emergency response training. CIS 93-1338 Guide for the use of IME 22 container
This guide is designed to aid the explosives industry in determining which detonators can be legally shipped in an IME 22 container. Tables are arranged by manufacturer and show trade name of product, type of product and an indication as to whether the product may be shipped in IME 22 container. A general table indicates minimum packaging requirements and quantity limitations for various types of detonator. The guide indicates both the old and the new regulations introduced by the new US Department of Transport and effective October 1993.

This training manual deals with the safe operation of mobile equipment on and around surface stockpiles of material awaiting shipping and processing. The assessment of major hazards: The road transport environment for conveyance of hazardous materials in Great Britain
An overview of the road transport environment in Great Britain is presented. Basic road transport statistics are given on the road network, the weight distribution of goods vehicles on the roads and distances travelled; estimates are made for the number of heavy goods vehicles (HGVs) carrying hazardous materials. Accident information includes frequency of accidents involving HGVs generally and HGVs carrying hazardous materials, circumstances surrounding certain types of accidents and the probability of certain outcomes of accidents. Limited information is also given for comparative purposes on the road transport environment in other countries.
