The indicators of defective electric drives and hoses of high-pressure cleaning equipment are enumerated such as faulty plugs, repeated blowing of fuses and damaged sleeves. The importance of obeying relevant guidelines is stressed because otherwise employers can be sued in case of accidents. The personal protective equipment to be worn depends on the cleaning agents used and includes e.g. boots, spectacles, helmets with a face shield.

Legislation in the Federal Republic of Germany requires manufacturers and suppliers of chemical substances and substance mixtures to provide information on hazards. A schematic diagram is presented showing the various steps in determining the hazard and classifying substances as dangerous or harmful. For dangerous and harmful substances pamphlets containing the following information must be furnished: chemical and physical properties, safe handling, measures to be taken in case of accidents (including spills) and fires.

Some azo dyes used in the textile industry contain aromatic amines which are proven or suspected carcinogens. Safety measures required by law in Germany (Fed.Rep.) for handling azo dyes with a potential for causing cancer comprise: proper labelling, notification of inspection agency, medical examination of personnel prior to and at regular intervals during exposure, installation of exhaust systems or the wearing of face-masks and protective clothing for handling powdered azo dyes.

According to a new ordinance in Germany (Fed.Rep.), effective 1 Jan. 1988, X-ray equipment used in medicine for diagnosis must undergo acceptance tests. They must be followed up by regular inspections at five-year intervals. The cost of these tests for various X-ray units and the addresses of organisations and experts licensed to perform the tests are presented.

This standard (effective 1 Apr. 1987) sets out the requirements for ventilation of the painting workshop and purification of exhaust air so that the concentrations of harmful substances in air do not exceed the levels set in TJ 36-79 (Standard on hygiene in industrial enterprise design). This standard (effective 1 Apr. 1987) applies to level crossings of railroads managed by industrial enterprises (except for mine and forestry railroads), but not to railroads under the jurisdiction of the Ministry of Railways. It defines the physical setup at the crossings; grades (categories) of level crossings; safety facilities and manning requirement for each grade; specifications of traffic lights, traffic signs, guard posts and road markings at the crossings. Commentaries to all divisions of the standard are appended. The Russian and Japanese gradings of railroad level crossings, and the grading proposed by the Ministry of Railways (China) are also annexed.

This standard (effective 1 Dec. 1986) applies to coal-gas and natural gas (less than or equal to 12.24kgf/cm2) that is produced in industrial enterprises. It defines the safety requirements in design, operation, management and maintenance of facilities in the production, distribution and storage of gas. The main divisions are: basic requirements; gas production, recycling and purification; gas pipelines (including natural gas pipelines), accessories of gas equipment and pipelines; gas compressing and mixing centres; gas tanks, operation and servicing precautions in gas facilities, emergency procedures in gas accidents; gas control rooms and "vigilance centres" (safety monitoring and emergency response centres). Modification of Decree No.28/87 (see CIS 87-744), bringing it into line with Directive 85/610/EEC (see CIS 86-622) concerning asbestos. It reaffirms the prohibition of the use of crocidolite (with certain exceptions), and it prohibits the sale and use of the following types of products when they contain asbestos fibres: toys; sprays; products sold in powder form; products for smokers; insulating materials used in liquefied-gas heating equipment; inks and varnishes.

The new laser safety regulation of the Federal Republic of Germany, effective 1 Apr. 1988 (see CIS 89-43), requires hospitals to notify authorities of the first use of CO2- or neodymium lasers and to appoint a physician as a safety supervisor. In addition, safety spectacles and fire resistant clothing must be worn in operating rooms where lasers are used and warning notices must be posted outside.

These Regulations impose duties on employers to protect employees and other persons who may be exposed to substances hazardous to health. These regulations implement those provisions of EEC Council Directives 76/767/EEC, 84/525/EEC, 84/526/EEC and 84/527/EEC which relate to the verification and inspection of pressure vessels. The regulations provide for the appointment of inspection bodies; empower them to carry out checks, examinations and tests of gas cylinders as are required for EEC verification and to affix to the gas cylinders the appropriate EEC verification marks and to issue to the manufacturer an EEC verification certificate; enable manufacturers to present gas cylinders to inspection bodies for EEC verification and to apply to the Secretary of State for a review of a decision by an inspection body refusing to affix the appropriate EEC verification mark or to issue the appropriate EEC verification certificate.

Accidents and accident prevention on spindle moulding machines
Unfälle und Unfallverhütung an Tischfräsmaschinen [in German]
Statistics on accidents in the use of spindle moulders in the Federal Republic of Germany are listed. The causes, the results, and the costs of these accidents are described. Several amendments to the relevant safety rules to be observed from 1988 onwards are summarised. These amendments contain (among other provisions) regulations on the forward feed of the material and on the speed of the spindle moulders.

Guidelines for contact lens use in industry
National eye organisations in the US recommend that companies establish their own policies on contact lens use. A survey questionnaire was sent to 100 corporations to gather descriptive data on the existence and content of their policies. Data were collected on policy enforcement, areas of contact lens restriction and basis for restriction, identification of workers who wear contacts, and use of eye protection. Among the 67 respondents, 43 companies have a policy on contact lens use. Companies need to identify workers who wear contact lenses. The decision whether or not to allow the use of contact lenses in the industrial environment seems to depend upon the perceived level of risk in a specific environment. More importantly, the current written policies do not appear to recognise the results of recent research. Guidelines for contact lens use are presented.

These directives (effective 1 July 1988) apply to the unsupervised use of boiler installations, subject to special permission by the Swedish National Testing Agency, if certain specified conditions are satisfied. Where certain installations are concerned, such use is conditional on an alarm being emitted in case of emergency. The directives stipulate that standby personnel must have undergone training that will enable them to take the measures needed to prevent a boiler breakdown when in response to an alarm they arrive at the central heating plant. Detailed commentaries are appended.

This publication contains information on chemical products (agricultural and industrial chemicals and consumer products regulated because of their chemical composition) submitted to the International Register of Potentially Toxic Chemicals by national governments. It includes information received by IRPTC before 15 March 1986. Part 1 presents the names of countries that have taken restrictive regulatory decisions on particular substances, and the nature of the decisions taken. Part 2 is a compilation of trade names, brand names and manufacturer information for a large proportion of the products covered in Part 1. There are indexes by common name, trade name, and Chemical Abstracts Service Registry Number.

French Government order of 10 July 1987 (published in the Journal Officiel on 5 August 1987). Article 5 of French Government decree No.87-231 of 17 March 1987 concerning the use of explosives in building, civil engineering and agricultural engineering provides for the issuing of blasting permits. The above-mentioned order lays down the conditions the blaster must fulfil in order to qualify for the permit and the information that must be included in the permit.
