CIS 01-1668 A new impetus for community occupational health policy
In view of what is perceived to be worsening working conditions for many groups of workers leading to musculoskeletal disorders, stress, burnout and a high accident rate among temporary workers, this report advocates more involvement on the part of the European Union in monitoring working conditions, assessing the compliance with Directives at the Member State level, ensuring the harmonization of safety and health legislation and defining policies. This discussion paper proposes a framework for community-level action aimed at improving occupational safety and health.

In the construction industry, half of all occupational accidents involve temporary workers who often lack qualifications and are assigned to hazardous work. This collection of articles describes the efforts that have been undertaken in this sector to reduce the number of accidents involving temporary workers. Contents: interview of a safety consultant from the health insurance institution of the French region of Midi-Pyrénées; description of the contents of a guide published by the INRS on the integration of temporary workers in the construction sector; efforts undertaken by all parties concerned for reducing the number of accidents at the construction sites of a new motorway, in particular by implementing ways and means of ensuring the safety of temporary workers; "safety charter" signed by enterprises using temporary workers and by agencies offering temporary workers; experience of a bricklaying enterprise in employing temporary workers.

Arbeitszeit '99 [in German]
A questionnaire survey of 4024 employees aged 18 to 65 conducted in Germany in 1999 revealed that only 15% had the standard 9 to 5, five days a week work time schedule. The majority of 85% worked under some form of flexible arrangement. Of those with flexible work time schedules, more worked under pressure with regard to speed of work and performance as compared to those working according to the standard work time schedule. The majority of those questioned (56%) said they regularly worked overtime. More men (63%) claimed to work overtime than women (47%), which represents an increase of 13% for men and 10% for women compared to an earlier survey in 1995. Part-time work was performed by 20%, which represents an increase of 2% over 1995. The employees who regularly worked shifts and at night rose by 5% from 1995 to reach 18% in 1999. More than half of the shift and night workers (54%) claimed to have work time schedules which suit their individual preferences.

Temporary workers are often employed to compensate for the inability to recruit labour. These workers are unfamiliar with the enterprise and are therefore at greater risk of occupational accidents and diseases than regular employees. In 1998, temporary workers were victims of 70 occupational accidents per million hours worked, while the comparable rate for all employees was 25. Contents of this booklet aimed at employers of temporary workers: accident statistics; checklists when employing temporary workers; summary of applicable legislation; training of workers for hazardous jobs; forbidden work; medical supervision; change of work; right of refusal; reporting of occupational accidents.

The scale of occupational stress: A further analysis of the impact of demographic factors and type of job
A recent survey of a population sample showed that approximately 20% of workers in the United Kingdom reported very high or extremely high levels of stress at work. Preliminary analyses of the data reported in HSE Contract Research Report 265/2000 (see CIS 00-1497) suggested that the scale of stress may vary considerably. The present report describes further analyses to identify factors associated with perceptions of stress at work. Reported stress was found to be higher for middle aged workers (30-50 year olds), workers educated to degree level, widowed, divorced or separated persons and in non-white ethnic groups. Gender had little overall effect. Reported stress was greater in full-time employment than part-time employment, and increased with salary and social level. Reported stress was found to be highest in teachers, health care workers and managers.

Alcoholism at work

A first part of this article on alcoholism at work consists of summaries of studies and cases from literature on alcohol and occupational accidents and on the prevalence of alcoholism at work and among the general population. The article then presents the findings of a questionnaire survey of industrial physicians in Lower Normandy on alcoholism at work, highlighting an important risk among short-term employees and in companies specialised in the hiring workers for the purposes of their reintegration.

Medically-prescribed working hours: Part-time work as a form of therapy

The purpose of this study was to evaluate the frequency with which medically-prescribed part-time work (MPTW) was resorted to, to characterize the type of employees who benefitted from this measure and to report on the difficulties encountered in its implementation. An epidemiological survey was conducted by 168 occupational physicians responsible for 430,522 employees, by means of a standard anonymous questionnaire using medical record data. 832 employees, including 504 women and 328 men, with an average age of 44 and a peak at age 50 benefitted from MPTW measures. They consisted almost exclusively of employees with unlimited-duration contracts working full time during the day, with a majority being white-collar workers. Only 5 workers with short-term contracts benefitted from MPTW measures, and there were no temporary workers. The initiative was taken by the patient's regular physician and by the occupational physician in 524 and 254 cases, respectively. The pre-employment medical examination was used in 37.1% cases. In 80% of cases, dominant pathologies including arthritis, psychiatric conditions and traumas were involved. In 70.2% of cases, MPTW was implemented with the consent of all the parties (employee, personal physician, occupational physician and employer).

The objective of this booklet is to assist both building contractors using temporary workers and agencies supplying these workers in understanding the issues relating to temporary workers. It encourages them to adopt a collaborative approach to improve the process of integrating temporary workers on building sites. In particular, the approach involves analysing the need, having recourse to an agency for the recruiting, reception on the construction site, supervision and training. Check lists aimed at helping the analysis during each step are included as appendices.

Occupational safety and risk factors for temporary workers

In response to globalization, companies have sought greater flexibility and introduced such new working practices as just-in-time production. The use of casual labour - e.g. fixed-term contracts, temporary work - is part of this approach. It enables companies to adjust rapidly to sudden and seasonal variations in business without incurring long-term labour costs. The purpose of this study is to compare four companies making use of temporary labour in order to identify factors contributing to or adversely affecting the occupational safety of temporary employees. It analyses the companies' policies regarding safety and temporary labour. It examines the methods the companies use and the indicators they draw up to assess the efficiency of their occupational risk prevention practices.

CIS 02-1507 Health and Safety - The Management of Health and Safety at Work Regulations 1999 [United Kingdom]
These regulations (effective: 29 Dec. 1999) re-enact the 1992 regulations with the same title (see CIS 92-1754, modified by CIS 95-11), which are repealed, as are the Health and Safety (Young Persons) Regulations 1997 (CIS 97- 362). The main purpose of the Regulation is to implement with respect to Great Britain the provisions of Directive 89/391/EEC (see CIS 89-1401) concerning the obligations placed on the employer to implement preventive and protective measures on the basis of general principles of prevention. The Regulations require employers to (a) make, review and record risk assessments in workplaces; (b) make, give effect to and, in certain cases, record appropriate health and safety arrangements; (c) ensure that their employees are provided with appropriate health surveillance; (d) appoint "competent persons" to assist them with carrying out their OSH obligations; (e) establish emergency procedures; (f) provide their employees with OSH information; (g) ensure that appropriate OSH measures are carried out when their premises are shared with other employers or when outside or temporary employees are present on their premises; (h) take their employees' capabilities as regards OSH into account when entrusting tasks to them; (i) ensure that their employees are provided with OSH training and information when necessary. Modifications introduced into the 1999 re-enactment deal mostly with provisions related to the appointment of competent persons and to preparations for fire protection. Certain other related regulations are also amended.

"Flexible work" schedules in call centres

This article reviews the work organization problems encountered in call centres where the work schedules are mostly flexible (shift work, part time work, seasonal work, "stand-by"). In order to ensure acceptable work schedules and workloads, managers need to estimate the call flow as precisely as possible, which is done with the help of simulation software. Main topics covered: productivity, quality, absenteeism, workload, attitude towards the customer, rapid turn-over of personnel.

Exposures and occupational hazards of temporary workers - The SUMER 94 survey

A total of 682 temporary employees participated in the SUMER 94 survey, of whom 80% were blue collar workers. Temporary workers are exposed to significant joint and posture constraints associated with repetitive movements executed at high speed and are at higher risk of developing cumulative trauma disorders. The overall risk however is not different for temporary workers when compared to other workers.

Analysis of sickness absence among employees of four NHS trusts
To determine the value of using routinely collected sickness absence data as part of a health needs assessment of healthcare workers, sickness absence records of 12,900 National Health Service (NHS) staff for one calendar year were analysed. Almost 60% of the study population had no spells of sickness absence in the year of study and almost 20% had only one spell of sickness absence. Female staff were more likely to have experienced sickness absence than male staff. Although absence due to conditions related to pregnancy were included in the analysis, the incidence of these was not sufficient to account for the higher rates of absence among female staff. In general, full-time staff had greater rates of sickness absence than part-time staff. 71% of all absences were of <1 week duration. The main known causes of sickness absence were respiratory, digestive and musculoskeletal disorders.

It provides for a register containing details of all enterprises whose workers may operate in hazardous areas. The register will be maintained by The Nuclear Safety Council who may also investigate the authenticity of the information provided.

Hospital nurses' occupational exposure to blood: Prospective, retrospective and institutional reports
The risk of exposure by nurses to contaminated blood from injuries with needles and sharps were studied in medical units of 20 US hospitals in cities with a high incidence of AIDS. The rate of injuries was 0.8 per nurse-year. Factors associated with an increased number of injuries included the practice of recapping needles and working in temporary assignments. Injuries from needlesticks are rather common and do not occur at random. Increasing precautions, reducing reliance on temporary nursing personnel and other organizational changes may lower the odds of nurses being injured.

A survey of 85 French firms with mixtures of temporary workers and staff on longer contracts showed that the latter have accidents just as often and just as seriously as temporary employees do. Some risk factors seem to be common to the two types of employment, while some are specific to one or the other. Some firms have effective safety policies for precarious work; others do not. The factors that distinguish effective policies from ineffective ones remain to be determined.

This book presents the results of the first stage of an epidemiologic study on temporary workers directly exposed to ionizing radiation while performing maintenance work during shut down procedures in French nuclear plants. The results of this survey highlight the repercussions of the working conditions on workers from contracting firms in this industry and the influence that factors specific to work organization have on their psychological and physical health. These data as a whole constitute also a reference for future surveys as well as being a prevention instrument and a tool for immediate action to modify work situations.

Biennial stoppage at a chemical plant - Assessment of exposure of outside contractor employees to chemical substances

During the biennial stoppage of a major chemical plant producing isocyanates, chlorine, soda and other substances, a study was carried out on the exposure of employees of outside contractors to various chemicals. The highest exposures were recorded for employees of mechanical engineering firms responsible for assembling and dismantling the reactors, and employees of industrial cleaning contractors working on a toluene diisocyanate (TDI) production unit. Numerous other pollutants were measured: crystalline silica, metals (welding fumes), organic solvents (nitrotoluenes, chlorobenzenes), acids, alkalis, mineral fibres. Examples of coactivity were also detected, but in small numbers and at generally low levels.

This decree makes additions to the French Labour Code which lay down the conditions under which inter-company occupational health, safety and working conditions groups must be set up: building sites in excess of 10,000 worker-days and involving more than ten firms (including sub-contractors) and/or self-employed workers. The new articles also set forth the modus operandi of the inter-company groups: membership, chairmanship, periodicity and convening of meetings, agenda, minutes, rules of procedure. They also define the sanctions incurred in the event of violation of these measures. The new provisions are applicable to building and civil engineering sites on which design work started on or after 6 May 1995; for operations commenced prior to this, they are applicable from the beginning of the building phase to projects on which construction work is not due to commence before 1 Jan. 1996. Section II of the decree of 19 Aug. 1977 (CIS 78-864) on inter-company health and safety groups, and the decree of 9 June 1977 (CIS 77-2069) on special health and safety committees are revoked.

Hidden accident rates and patterns in the Swedish mining industry due to involvement of contractor workers
According to official statistics on occupational injuries, mining accident rates have declined in recent years. However, mining accidents involving workers employed by subcontractors are not recorded in the statistics for the mining industry, but rather in the statistics for those branches of industry within which their own employer is classified. Using data from the Swedish National Information System on Occupational Injuries, this cross-sectional study covers 2397 accidents occurring during a five-year period. The official statistics do not reflect the real risk situation in the branch due to the involvement of contractor workers. Despite the lack of valid exposure data, this category of worker seems to incur more frequent and more severe injuries. These workers also seem to be performing different tasks and to be working under conditions other than those of mining company employees at the time of injury.

This document provides an overview of all the regulations adopted to date concerning safety organization on building sites and in civil engineering in France. 1. Act No.93-1418 of 31 Dec. 1993, amending the provisions of the Labour Code applicable to building and civil engineering operations, to protect the health and safety of workers; in particular, the Act provides for the integration of safety at the work design stage, the organization of site coordination and the application of health and safety legislation to self-employed workers. 2. Decree No.94-1159 of 26 Dec. 1994, on safety integration and the organization of coordination in the interest of health and safety, stating, inter alia, the conditions inherent in the role of coordinator. 3. Orders of 7 Mar. 1995: (1) fixing the content of the prior declaration to be made by coordinators working in certain construction and civil engineering operations; (2) on the training of coordinators and their training instructors, and the official approval of training organizations.

Main provisions of this convention on part-time work adopted in Geneva on 24 June 1994: definition of the part-time worker (an employed person whose normal hours of work are less than those of comparable full-time workers); scope; protection of part-time workers (right to organize, in respect of occupational safety, etc.); calculation of basic wage; statutory social security schemes; measures relating to maternity protection, to leave and holidays, etc.; measures to facilitate access to productive and freely chosen part-time work responding to the economic and social aims of employers and workers; measures to ensure that transfer from full-time to part-time work or vice versa is voluntary; ratification of the convention; obligations of Members having ratified the convention. The Recommendation amplifies the provisions of the Convention. It applies in conjunction with those of the Part-time Work Convention, 1994.
