This act dated 31 July 1974 comes into force at various times: 1 Oct. 1974, establishment of the new Health and Safety Commission; 1 Jan. 1975, creation of the Health and Safety Executive; 1 Apr. 1975, enforcement of the new obligations applying to all people at work. The act, which largely follows the recommendations of the Robens Committee (CIS 73-1126), draws together and disentangles the existing legislation on occupational safety and health. It brings the various inspectorates under one authority, the new Health and Safety Commission, responsible to the Secretary of State for Employment. The act prescribes duties for employers and others in addition to those under the existing health and safety legislation, which will be progressively repealed and replaced by regulations under the act. The broad subdivisions of the act cover: employers' and employees' duties; the new statutory bodies; health and safety regulations and approved codes of practice; enforcement; obtaining and disclosure of information on industrial injuries; special provisions relating to agriculture; the Employment Medical Advisory Service; building regulations; amendment of the Radiological Protection Act 1970 and the Fire Precautions Act 1971, etc. |
