Resumen Based on Quebec's health and safety regulations, lockout procedures must be applied to reduce risks associated with hazardous situations during maintenance, repair and unjamming activities. Lockout is defined in the Canadian Standard CSA Z460-05 as the replacement of a lock or tag on an energy-isolating device in accordance with an established procedure, indicating that the energy-isolating device is not to be operated until the removal of the lock or tag in accordance with accepted procedure. However, several questions still exist on the concept of lockout and associated regulatory requirements. A review of the literature in this area and a survey of Quebec enterprises retrieved 28 Canadian and international regulations, 5 standards and 31 company lockout programmes. Comparative analysis of these documents revealed that the concept of lockout means different things, legal requirements on lockout vary between countries and between Canadian provinces, content of lockout programmes vary and lockout programmes obtained from the 31 enterprises in Quebec do not fully comply with Quebec regulations and have several elements which are missing compared to the CSA Z460-05 Standard, notably programme review, application review and alternative methods.
