Abstract The entrepreneur model, which was developed by the statutory insurance carriers in Germany, is a programme to assist small and medium-sized enterprises (SMEs) in complying with the Occupational Safety Act. All owners of SMEs participating in the programme receive information on the accident and health hazards in their company and help in implementing safety and health measures. The information is based on safety analyses. Business owners who choose to participate in the programme do not need to pay for the services of an internal or external expert to implement the legally required measures of safety and health. The programme is of potential interest to 30-50% of all industry employees. A first review of experience gathered with the programme reveals advantages over visits at regular intervals by external safety and health services in SMEs.
