||These Regulations implement in British legislation the provisions of Council Directive 96/35/EC of 3 June 1996 on the appointment and vocational qualification of safety advisers for the transport of dangerous goods by road, rail and inland waterway (CIS 98-407). It requires (with certain exemptions) the employer to appoint a safety adviser whenever dangerous goods are transported: such an expert must have appropriate qualifications and training. The Regulations modify the 1966 Carriage of Dangerous Goods (Classification, Packaging and Labelling) Regulations, the Use of Transportable Pressure Receptacles Regulations 1996 (see CIS 97-377), the Carriage of Dangerous Goods by Road Regulations 1996 (see CIS 97-1081) and the Carriage of Explosives by Road Regulations 1996 (see CIS 97-375).
