Abstract This report examines the use of legal instruments (eg laws, regulations and standards) and market-based instruments (levies, charges, incentives, subsidies) as a means of improving the levels of safety and health in the workplace. Existing incentive schemes in a number of countries are described and their benefits, adverse effects and effectiveness are discussed. Insurance-based systems are also described. Evidence suggests that such schemes do have a beneficial effect.
