Abstract This publication was written to assist small businesses in Canada with the development of health and safety programmes (now legally required in most Canadian jurisdictions). Programme elements included: individual responsibility, joint health and safety committees, health and safety rules, correct work procedures, employee orientation, training, inspections, accident reporting and investigation, emergency procedures, medical and first aid, health and safety promotion, programme implementation and auditing.
