Abstract An international review of the occupational safety and health support systems for small and medium-sized enterprises (SMEs) was undertaken with the aim to identify and review support models and programmes similar in scope to the proposed HSE's model for occupational health, safety and return to work support (OHSR). A total of 40 projects and programmes from various countries were included in the study. This review has highlighted the issues relating to each component of the OHSR model. However, none of the systems reviewed has taken a holistic approach similar to that proposed by HSE.
