Title Regulating safety at work: The recovery of an idea

Abstract This article sets out the key findings of a review of the activities of the Health and Safety Executive (HSE) from 1996 to 2001 and identifies a significant decrease in inspections and an increase in investigations. It is argued that, while there is a wide range of evidence indicating that enforcement has a key role to play in improving standards of occupational safety, the government seems set on a path away from enforcement towards a greater focus on advice and education. The impact of globalization on the relative feasibility of regulatory options is discussed and it is concluded that external inspection, backed by a credible threat of enforcement action, is a necessary condition of an effective regulatory regime.
