Abstract This guidance is primarily aimed at persons responsible for managing and assuring the competence of individuals and teams in the railway transportation sector, whose work may have an impact on operational safety and on occupational safety and health. Companies in the railway transportation sector who are concerned by this guidance include infrastructure controllers, train operating companies and maintenance companies, as well as their contractors and subcontractors. Contents: general principles; legislative background; outline of the guidance and its application; establishing the requirements for the competence management system (CMS); design, implementation, maintenance and auditing of the CMS.
