Abstract This Directive applies to all ships used for commercial purposes (except for fishing vessels) and their crew if they call at a port of a Member State or at an off-shore installation or if they are anchored off such a port or installation. Contents: obligation of Member States to maintain ship inspection authorities; inspection commitments and procedures; rights of detention; follow-up to inspections and detention; administrative matters. In annex: ships to be considered for priority inspection; list of certificates and documents; examples of "clear grounds" for more detailed inspections; procedures for the control of ships; categories of ships subject to expanded inspection; criteria for detention of a ship; minimum criteria for inspectors.
