After a definition of the terms used and a description of the general principles underlying the implementation of the prevention policy, the Convention specifies the responsibilities of employers, the arrangements to be made at the level of the installation, the keeping of safety and accident reports, the responsibilities of competent authorities, the requirements applying to the sitting of major hazard installations, the inspection rules, the rights and duties of workers and their representatives, and the responsibility of exporting States.
