Abstract The purpose of these international standards is the prevention of major accidents involving hazardous substances and the limitation of the consequences of such accidents. After a definition of the terms used and a description of the general principles underlying the implementation of the prevention policy, the Convention specifies the responsibilities of employers, the arrangements to be made at the level of the installation, the keeping of safety and accident reports, the responsibilities of competent authorities, the requirements applying to the sitting of major hazard installations, the inspection rules, the rights and duties of workers and their representatives, and the responsibility of exporting States. The Recommendation focuses on the type of information to be exchanged at the international level.
