Abstract This major change to the Ontario Occupational Health and Safety Act (1980, see CIS 87-730, previous amendment CIS 88-1415) mandates the establishment of joint health and safety committees for workplaces of more than 20 employees. The Act establishes a Workplace Health and Safety Agency responsible for certifying these committees and developing training programmes for them. Employers are required to prepare written occupational safety and health policies. Construction owners must check for designated substances at a project before beginning work. The Act broadens the grounds allowing workers to refuse to perform dangerous work, and allows safety committee members to order a work shutdown under certain circumstances. The Act also increases the powers of government inspectors.
