Two parts: (1) Background discussion (including court cases, estimateds of US workers exposed to hazardous chemicals in various industrial categories, estimated benefits of hazard communication in human and financial terms, and estimatedd costs of implementing the standard). (2) The Standard itself: purpose; scope and application; definitions; hazard determination; written hazard communication program; labels and other forms of warning; material safety data sheets; employee information and training; trade secrets. In the appendix: health hazard definitions; criteria for hazard determinations; definition of trade secret. Identical changes are made to 29 CFR Parts 1915, 1917, 1918 and 1926. 29 CFR Part 1915 also has a paragraph added dealing with health and sanitation facilities.
